For Specs on my rig:

Found out my processor, an AMD FX6300 can’t run it properly as it was (never?) not really intended for Piledriver architecture as a result, it shits the bed and the game whole hogs my RAM along with my processor. I got $400 to upgrade. What do?

That doesn’t quite sound right. The minimum CPU requirement is a Phenom x4 945 which runs slightly behind the FX 6300. And I can say it does run quite well on my 8350, so the piledriver arch will run it just fine. But the cheapest CPU upgrade out of this would be a FX 83xx. I’d probably go FX-8320 or better.
If I was changing anything else about your build, I’d get faster RAM. Piledriver really likes fast RAM, and your board will support 2133. I might actually be tempted to try upgrading the ram to 16gb of 2133 as my first move, as its only $60. But at the same time, your next build will need DDR4, so part of that would depend on how long you want this build to last.

Each processor is 8 cores @ 2GHz, so 16 cores total. Pro tip:
Intel’s ARK site
has specs for every processor they ever produced.
Put it this way, each core in that system gets 4GB RAM, while your current system gets 1.33GB/core.

Hmm, so the cheap thing to do would be to pick up an i5-4690k for ~$225 (current newegg price), some random Z97 motherboard in the $80-$100 range (look for what’s cheap and has the features you want). I think your existing RAM (some type of DDR3 right?) should work. That leaves you spare money for SSD/more RAM/whatever. You could go for an i5-6600k but those are more like $250 and you’d need to buy DDR4, so you’d be close to your limit if not over.
Either way you’ve got some overclock headroom, even with the stock cooler, and should be set processor wise for a long time.

well, if you are building to last, then you don’t need to worry about DDR4, that’s really only a concern if you are looking to do a near-term overhaul and want to roll the RAM forward. I’d start with 16GB of 2133, then if you are still having issues roll to the fastest CPU your budget and mobo can handle(look like that’s a FX-8350(technically the 8370 is faster, but I haven’t yet met an 8350 that wouldn’t easily OC to 8370 levels, and the 8350 is $25 cheaper). Worst case that would still leave you with $190 which you could either pocket or use to upgrade your GPU(GTX 1060 once it actually rolls out in volume or 4GB RX480 once it comes back in stock).

Seemed weird to me too, but there do seem to be lots of complaints. Bethesda’s engine is... crusty (so much bringing in ID technology), so it’s easy to imagine bad stuff happening for no good reason.

That’s the way I’d go for myself, but thought I’d offer the more conservative route given that your current stuff isn’t impossibly ancient. It does look like the 6600k would be a fairly tight fit (but not impossible) on your budget though.
Of course I’m still chugging along on a 2011 vintage i5-2600k running at 4.5GHz which holds its own well enough to make upgrading a bit extravagant.

Clock isn’t everything, especially if Fallout 4 does multi-core rendering as my small amount of research suggests.
The big thing is OP was maxing out his RAM, with 64GB that shouldn’t be a problem even if all 16 cores get used at once. Unless he’s trying to run >32 million cells in ANSYS, of course.

I know it isn’t everything, but 2 GHz is really low for gaming.
